Certainly, there are mathematical models that are used to describe the
time development of the very early universe. I have published works on
the very early universe using such models. Of course, what laws are
thought to be necessary is part of the question itself. You fill in the
blanks what you mean by laws. You must remember that a Theory of
Everything is a concept that comes from physicists, which deals with
physical models, not philosophers. Of course, the latter by now may have
adopted the term.

If a ToE does not answer, "What laws do you use to make the connection

the present state of all that there is." then you lost me. Or are you
not
really asking a question but rather making some kind of statement with a
rhetorical question? Maybe it would behoove you to define "Laws."
