Tom Willis was the ghost writer for the Kansas Science Standards in
1999, that were approved by the state board and then subsequently
rejected after the next election. He has been a major player behind
the scenes, and is influential with the current state board president.

Despite the ID language being used, it is these groups that are
driving the agenda at the local level.
