This depends highly on the particular version of progressive creation. PC usually refers to the assertion that certain transitions in the origin and further development of life required intervention-style divine action. Exactly which transitions vary widely between individual PC advocates.
Saying that God could create any way He wanted would seem to me to be allowing PC rather than being PC, since it also allows that He might have wanted to create without any physical intervention.
