    Let's get our definitions clear here. Terrorist acts are those carried
    out whose PRIMARY PURPOSE is to target the civilian population. War is
    an act carried out (primarily) between governments whose purpose is to
    get one government to accede to the wishes of the other one. Civilian
    casualties are a side effect. Obviously, to the civilians involved,
    that is a distinction without a difference, but the purpose is very
    different. Terrorism is an act of anger, war is an act of force.
