The receding moon argument is thoroughly reviewed at:

This also gives the physics of how tidal friction affects the Earth-moon pair.

It looks like when this was first brought up by "creationist" Thomas Barnes, he was citing work from about 20 years previous that was already obsolete. Pretty typical shoddy YEC work.
