That sparks a thought. If I know you well, and we are friends over a long
time, I might well say to you "you're an idiot," or "that's crazy."
If I did not know you well, then I'd probably not say that, even though
I'd think it.
Pauli's (reputed) second quotation is one which I cannot think of a place
where it would be anything than out of place and uncivil.
